State Public Transport and Traffic Management Committee chairman Teng Hock Nan, Tuesday announced that the state government would buy 150 buses next year and outsource the services to interested contractors.He said the state government would not privatise bus services. Instead, all the permits would be held by a state-owned company, State Secretary Incorporated Sdn Bhd.
"We will buy the buses and keep the permits, but we will tender out the services to companies that are interested to become the operators," he told reporters here.
All this while, Penang is infamous of its public transportation system inefficiencies. The announcement of a new 150 buses to be outsourced to third parties is not going to solve problems faced by Penang residents.
Worse, when the subject here is about "outsourcing" to third party contractors, which is indeed the core of the never ending problems.
Operator A sells the operational right to Operator B, Operator B will do the same to Operator C and hence create a never ending supply chain. Sounds familiar?

It would just become worse than current situation. Anyone who has connection with the politicians but do not have capital/modal to buy the buses can now take this opportunity to earn big bucks in short-term(or just sell the license as they don’t need to worry what to do with their buses).
